Draft New Education Policy: Some Misconceptions and Major Recommendations

The draft New Education Policy formulated by a committee headed by Dr K Kasturirangan is quite comprehensive and a true vison document, according to Dr D Dhanuraj, Chairman of Centre for Public Policy Research (CPPR).
One of the panellists at the 49th Rajagiri Roundtable held on June 12 at Rajagiri School of Engineering and Technology (RSET) , Kakkanad on June 12, Dr Dhanuraj cleared many misconceptions about  the policy. He said that there was no imposition of any particular language in the document and was not catering to private interests. Recognising the importance of private sector in education especially school education, they have said that such schools that are not public funded should stop using the word ‘public’ along with their name. Similarly, the policy aims to utilise 13-14% of public expenditure on education which is a more reliable or realistic estimate than defining it in terms of GDP at 6% or less. Government can run schools and fund education but it should not be regulatory agency. The report also emphases the importance of learning outcomes and progress should not be based on improvement in infrastructure of schools but quality of students.

The two other panellists in the Roundtable were Dr MC Dileep Kumar, former Vice Chancellor Sree Sankaracharya University of Sanskrit and Ms Ruby Antony, Vice Principal of Rajagiri School. (The detailed report will be published in the July Issue of Pallikkutam Magazine with photos). 

Here is a list of recommendations made by the panellists and delegates and we welcome readers to add or suggest modifications to these recommendations which will be forwarded to the Ministry of Human Resource Development before June 30. 
1) The policy requires large scale preparation and training of teachers.
2) A proper time frame has to be given to schools to implement the reform measures
3) Training programme for teachers have to be conducted across the country before implementation
4)There is an absence of clarity on how digital literacy will be implemented
5)The implementation of the policy has to be done in three of four phases and not in one go.
6)Make sure there is sufficient funding for the projects 
7)The emphasis should be on developing scientific temper at school levels so that re-emergence of superstitions and blind beliefs can be checked. 
8) More emphasis should be given to science than technology to get better results in Research and Development. 
9)Devote atleast 13-14% of budgetary resources should be allocated for education 
10)Parents, teachers and students or in short the entire stakeholders should be taken into confidence before implementation.

11) The policy should be assessed based on the cultural, linguistic, regional and ethnic diversities of the nation. 
12)Parenting and mentoring should be given sufficient importance in the policy document. 
13) There could be a change in the existing academic institutional structures and they have to be taken into confidence or rehabilitated to other departments to ensure smooth implementation of policy.
